The Board is the seventh largest public school district in Ontario with 16 secondary schools, 106 elementary schools and approximately 11,000 staff members. Reporting to the Manager, Budget Services, the successful candidate will perform specific analytical and financial functions for the Board in a complex and dynamic environment. Significant aspects of this position will include assisting in the preparation of the annual budget and revised budget, financial analysis and reporting, preparing and reviewing complex calculations, and identifying opportunities for ongoing process improvements.
The successful applicant for this Mid-management Level 5 position ($91,501 to $106,510), will be working 40 hours per week, 12 months per year, effective as soon as possible.
_*Responsibilities:*_
· Manage the coordination and implementation of the annual budget process.
· Preparation and reporting of the Board?s budget to the Ministry of
Education, including the completion of Education Finance Information System
(EFIS) schedules as appropriate;
· Conduct in-depth analysis and develop strategies to address budget
pressures (including budget reductions, reallocations and additions as
appropriate);
·Support the implementation and ongoing operation of the asset management information system and data management strategies;
· Ensure all capital transactions are compliant with PSAB standards;
· Responsible for ensuring that any new accounting standards related
to capital are effectively implemented;
· Communicate financial analysis findings, investment proposals, and
recommendations effectively to stakeholders, including senior management, board
members and external partners;
· Reconcile the Board?s audited financial statements in compliance
with the Ministry of Education and external auditor?s inquiries;
· In collaboration with financial services staff and
other departments, prepare budget, financial reports, schedules and audit files
in compliance with Ministry of Education reporting requirements and Board
internal reporting purposes;
· Analyze and resolve funding and costing variances;
·Conduct variance analysis and financial forecasting on a regular basis to support decision making, as well as the identification and mitigation of any risks;
· Maintain the chart of accounts;
· Collaborate with and provide excellent customer
service to schools and service departments concerning financial transactions
(journal entries, budget variances etc.);
· Conduct in-depth analysis and develop effective
strategies to address financial reporting challenges; and
· Other related duties as assigned.
_*Qualifications:*_
· A post-secondary degree, preferably in Accounting, Business, Economics, or Finance *and *a professional Canadian accounting designation is required (CPA, CA, CMA, CGA);
· Minimum of 5 years of senior budget experience in a
School Board or Public Sector environment;
· A thorough understanding of, and experience applying,
Generally Accepted Accounting Principles (GAAP) and Public Sector Accounting
Board (PSAB) standards; as well as Ministry of Education funding model and
Uniform Code of Accounts;
· Proficient with advanced computer applications (MS
Office, Adobe, G-Suite, Finance and Payroll Software);
· Familiarity with the Ministry of Education Financial
Information Syst
